Rivers State Governor Siminalayi Fubara has revealed that he was barred from accessing the Assembly Quarters to present the 2025 Appropriation Bill, despite formally notifying the House leadership of his intention.
Speaking during the inauguration of the Bori Zonal Hospital in Khana Local Government Area on Wednesday, Fubara expressed disappointment over the incident, stating that he made every effort to ensure the budget presentation went smoothly.
“I made frantic efforts to reach the Speaker and other members of the Assembly. I even sent WhatsApp messages informing them that I would be coming by 10 o’clock this morning to present the budget. I did this to prevent Rivers State from being in any fix because of me, as some allege,” he said.

However, Fubara lamented that despite his efforts, he was denied access. He dismissed claims that he failed to communicate with the Assembly and insisted that he had done everything necessary to comply with the Supreme Court judgment.
“It is unfortunate that when we got there this morning, we were denied access. Now, the story being spread is that I didn’t make any communication. But I leave it to God who sees in secret places,” he added.
The governor reiterated his commitment to governance and the welfare of Rivers people, noting that he would not misuse his authority despite the political tensions.
“Even the greatest power will end one day. What is important is how we use it. I will not abuse mine, no matter the situation. I will continue to exercise restraint because there is life after power.”
Fubara remains hopeful that lawmakers will eventually comply with the Supreme Court ruling and allow the budget process to proceed.
