Zulum Presents N584bn ‘Recovery, Continuity’ Budget For Borno In 2025

Borno State Governor, Babagana Zulum, has proposed a N584 billion budget for the 2025 fiscal year, prioritizing rebuilding efforts, education, agriculture, and water resources.  

 Governor Zulum unveiled the “Budget of Recovery and Continuity” before the State House of Assembly, allocating N323.47 billion for capital expenditure and N204.71 billion for recurrent expenses. 

The budget is expected to be funded by  

Recurrent Revenue at N279.51 billion (including N249.42 billion from the Federation Account and N30.09 billion in internally generated revenue).

However, the Governor emphasized accountability and revenue generation to block wastages and achieve set goals.  

The government dedicated substantial funding to education, planning to; Establish five new mega school, rehabilitate 15 schools, train 2,000 teachers and recruit 500 more.  

He Allocated N6 billion to the state’s scholarship program, benefiting over 30,000 students, including Internally Displaced Persons (IDPs) and orphans.  

“The education of our youth is critical to Borno’s future,” Zulum stated.

Zulum allocated ₦11.6 billion to address water scarcity, including constructing seven waterworks and 50 hybrid boreholes, installing 2,000 wells and 1,789 solar-powered irrigation pumps.  

Zulum urged stakeholders to collaborate in rebuilding the state, reaffirming the administration’s focus on overcoming challenges and ensuring sustainable growth.  

“This budget reflects our determination to recover from the challenges of insurgency and natural disasters,” he said.
